As of 2026, PayPal does not operate in Pakistan. There's no consumer PayPal service that lets a person in Pakistan open an account to receive client payments and withdraw them to a local bank. Every so often a story circulates about talks, or about PayPal possibly arriving through a third-party partner. That could change one day. As things stand, though, there is no live, official PayPal-in-Pakistan you can sign up for today. Treat any claim otherwise with suspicion.
Why "PayPal Pakistan" offers are dangerous
Because there's demand and no supply, a market of fakes has grown around it: accounts opened with someone else's foreign identity, "agents" who receive on your behalf, or accounts registered to another country. These break PayPal's rules, can be frozen at any time with your money inside, and routinely end with the freelancer losing both the funds and any trust they extended. There is no safe shortcut here.
Why it matters less than you think
Here's the reassuring part. Pakistani freelancers are among the most active in the world, and they get paid every day without PayPal. The ecosystem has simply built around other rails. Once you set one of these up properly, PayPal's absence stops being a problem.
What freelancers actually use
Payoneer
Payoneer is the workhorse for Pakistani freelancers. It's widely supported by marketplaces (Upwork, Fiverr) and by direct clients, gives you USD receiving details, and integrates with local banks for withdrawal in rupees. Many Pakistani banks have specific Payoneer withdrawal arrangements. Expect identity verification and a conversion cost when moving USD to PKR.
Wise
Wise is useful for receiving from clients who can send a normal bank transfer, with conversion close to the mid-market rate. Check current support for receiving into and paying out to Pakistan before building around it, as coverage and limits change.
Bank remittance & the freelancer schemes
Bringing export earnings home through the formal banking channel is encouraged in Pakistan, and there have been government and State Bank initiatives to reward freelancers and exporters who do so (for example, schemes tied to roshan/remittance accounts and freelancer facilitation). Beyond any incentive, routing money through your bank keeps everything documented and legal, which protects you. Check the current details with your bank.
Local wallets for spending
JazzCash and Easypaisa are excellent for moving and spending rupees within Pakistan, but they aren't channels for receiving international client payments directly. Use them after the money has reached your bank.
Protecting yourself
Because the "I want PayPal" demand is so strong here, it's prime hunting ground for scams. The same defences apply as everywhere:
- Don't buy, rent or share PayPal accounts. Ever.
- Don't let an "agent" receive your money for a cut.
- Never pay a fee up front to "release" or "activate" a payout.
